Scam Ready ASEAN Brings Practical Scam-Prevention Learning to Thai Communities

Kenan Foundation Asia will lead the implementation of Scam Ready ASEAN in Thailand from July 2026 to August 2027, turning the regional initiatives into practical learning for Thai communities Through Thai-localised content, a national trainer network, community partnerships, and interactive tools, Kenan will help people recognise scams, make safer digital decisions, and protect one another.

From Regional Ambition to Local Action

Scam Ready ASEAN is a regional programme led by the ASEAN Foundation with USD 5 million in funding from Asean Foundation and support by Google.org. Across ASEAN, it aims to build scam resilience among 3 million people, mobilise 2,000 Master Trainers, and provide in-depth learning to at least 550,000 people through structured modules, public awareness activities, and the interactive Be Scam Ready game. In Thailand, Kenan Foundation Asia will translate this regional ambition into practical action that reflects local scam patterns, the needs of Thai communities, and the different ways people access and use digital technology.

Kenan’s implementation will focus both reach and practical capability, creating multiplier effect across Thai society. Participants will learn how to recognise warning signs, verify information before acting, respond appropriately when they suspect a scam, and know where to seek trusted assistance.


The Thailand programme also aims for at least 60% of sampled participants to pass a basic scam-prevention knowledge check, at least 60% to identify two trusted organisations or channels they can contact for help, and 70% of trained Master Trainers to continue delivering learning within their own networks.

What Kenan Will Deliver to Thai Society

  • Thai-localised learning: Kenan will adapt Scam Ready ASEAN materials with relevant Thai scam cases, practical prevention techniques, and accessible examples for people with different levels of digital confidence, helping participants connect the lessons to risks they may face in daily life.
  • Build trainer network: Kenan will prepare 37 Master Trainers through 10 hours of hybrid Training of Trainers and equip them with tools to deliver four-hour learning sessions in their schools, organisations, and communities.
  • Inclusive community learning: The programme will reach 11,000 beneficiaries including youth, educators, parents, caregivers, and seniors through online, in-person, live, and self-paced learning formats.
  • Intergenerational protection: Eight ASEAN Digital GrandPals will support community outreach and at least 1,280 Be Scam Ready gameplays, helping adults and older persons learn scam-prevention skills in an engaging way.
  • Locally relevant awareness: Kenan will work with partners and trusted community channels to share practical scam-prevention messages, programme stories, and learning opportunities through digital and offline communication.

Why This Matters for Thailand

Online scams are becoming more convincing as criminals use artificial intelligence (AI), social engineering, digital-payment platforms, and personal data to manipulate potential victims. In 2025, Thailand recorded 380,378 reported online and technology-related crime cases, with reported financial losses totalling approximately THB 25.2 billion.


These risks affect people across age groups and communities. Young people may encounter fraudulent job or shopping offers, families may face impersonation and transfer scams, and older persons may be targeted through messages that exploit trust, urgency, or limited digital experience. Strengthening prevention therefore requires more than one campaign: it requires practical learning that people can apply and share with others.

Kenan’s Partnership-Based Approach

Kenan Foundation Asia will mobilise government agencies, educational institutions, civil society organisations, youth networks, and community partners to make Scam Ready ASEAN relevant and accessible. By working through institutions and local networks that people already trust, Kenan will extend learning beyond individual training sessions and support communities in building their own capacity to recognise and respond to scams.

The programme will combine face-to-face and digital learning to reach people with different needs, including underserved communities and groups with limited internet access. Kenan will also monitor training quality, participation, and learning outcomes to ensure that programme delivery produces meaningful evidence and practical value for Thai society.

Through Scam Ready ASEAN programme, Kenan Foundation Asia aims to help Thai communities move from reacting after harm has occurred to recognising risks earlier, checking before acting, and making safer decisions online. The long-term value lies in creating a network of trained people who can continue sharing knowledge and protecting others in their families, workplaces, schools, and communities.
